§ 11-5. Applicability—Public utilities.

The provisions of this chapter shall not apply to installations used by electricity supply, or communication agencies in the generation, transmission or distribution of electricity, or the operation of signal or transmission of intelligence by such an agency, or on public thoroughfares or easements; provided, however, that, such agencies excepted are operating under a valid franchise from the city.
