If the director of the health department or his duly authorized representative is
satisfied that the premises upon which a food products establishment is to be located,
and the equipment and appliances to be used in the operation of the establishment
are suitable from a sanitary standpoint, and the owners and/or applicants named in
the application meet all requirements of the laws of the state and of the ordinances
of the city relating to the conduct and operation of the business named in such application,
he shall issue or cause to be issued a license in accordance with such application,
upon receipt of the required license fee.
