§ 13-86. General requirements.

  • (a)

    Home gardens, community gardens, and district gardens must be contained within the property so as to not interfere with the neighbors' use and enjoyment of their property. All vegetation must be kept properly trimmed, and produce harvested and not allowed to rot.

    (b)

    Home gardens, community gardens, and district gardens may utilize the practice of hydroponics, aquaponics, and composting.

    (c)

    Establishment of home gardens, community gardens, and district gardens is not contingent upon changing present zoning or obtaining special use permits for each site.

    (d)

    The use of synthetic inputs is prohibited.

    (e)

    Composting area must be contained, must be maintained as to not produce offensive odors or attract flies or vermin, and must be located as reasonably as possible so that it is not visible from abutting properties.

    (f)

    Water conservation practices must be followed, at minimum in accordance with chapter 31, utilities, article III, water, of the City Code.

    (g)

    All watering and irrigation shall be managed so that there will be no water runoff onto neighboring properties. Rain harvesting may be practiced.

    (h)

    Accessory structures such as hoophouses, high tunnels, green houses, and small sheds are allowed on site and deemed to be "accessory structures" as defined in the Laredo Land Development Code, Appendix A and subject to the setback requirements of section 24.77.2 of the Land Development Code.
