§ 14-4. Solid waste—Disposal.

(a)

The disposal of municipal solid waste shall be by an approved method of incineration, not open burning, or by landfill and daily cover, or by other means as directed by the city.

(b)

All refuse emptied at a municipal solid waste facility shall become the property of the city and scavenging, scattering, collecting, pilfering the refuse in any way is prohibited.
