§ 15-50. Established.

  • (a)

    There is hereby established the Laredo Beautification Board, which shall consist of nine (9) members appointed by the city council. Each of the council members and the mayor shall nominate one (1) member to the board. A board member cannot be currently employed by the city.

    (b)

    Members of the beautification board shall be qualified voters and residents citizens of the city.

    (c)

    The terms of office for beautification board members shall be concurrent with that of the council member or mayor making the nominations, as applicable. A vacancy which occurs during a member's term shall be filled for the unexpired balance of the term in the same manner as the initial appointment. If a replacement has not been appointed at the end of a member's term, the member shall continue to serve until replaced or reappointed.

    (d)

    Members shall serve without compensation.

    (e)

    Recognizing the responsibility of the department of community development to serve the public as a whole, the city council will strive to ensure that the beautification board is representative of a good cross-section of the occupations and interest within the city, giving particular attention to individuals who have indicated willingness to support care of premises, cleanliness and beautification activities by donating their time, talent or other resources.

    (f)

    A beautification board member shall forfeit appointment if he shall:

    (1)

    Fail to meet the residency requirements for appointment;

    (2)

    Be convicted of a crime involving moral turpitude; or

    (3)

    Fail to attend three (3) consecutive regular meetings of the beautification board without being excused by the board.

    (g)

    The beautification board shall meet when it deems necessary to fulfill it duties hereunder, but it shall meet not less than once every three (3) months.
