§ 17-1. Established.

There is hereby established the Laredo Public Library, hereinafter called the library, as a department of the city to be administered under the general direction and supervision of the city manager. The library shall be open to all citizens of Webb County under identical conditions as may be provided by this chapter and by library rules adopted in the manner hereinafter provided.
