§ 28-1. Sidewalk construction by property owner.

  • (a)

    Any owner of any lot or building in the city shall before installing a sidewalk in front of or around same procure a permit from the city.

    (b)

    Any owner of a lot or building in the city installing or constructing a sidewalk in front of or around such lot or building shall install or construct same in accordance with plans and specifications furnished by the city engineer or under the direction of the city.

    (c)

    Any person violating the provisions of this section shall be deemed guilty of an offense and shall upon conviction be punished as provided in section 1-6, and in addition thereto the city shall have the right to remove and replace such sidewalk installed or constructed in violation hereof and tax the cost thereof against the owner of such lot or building and the same shall become a lien against the real estate.
