§ 28-20. First amendment rights.

  • This article shall not be interpreted, nor enforced, in any manner violating First Amendment Rights. If any provision of this ordinance, or the application of any provision to any person or circumstance, is held invalid or unconstitutional by a court of competent jurisdiction such holding shall not affect the validity of the remaining provisions of this ordinance.

    Any sign allowed under this ordinance may contain, in lieu of any other copy, any otherwise lawful noncommercial message that does not direct attention to a business, activity conducted, or product sold and/or offered at a location not on the same property where such sign is located, provided that such sign otherwise complies with all other provisions of this chapter.
