Every permittee and ROW user shall prosecute its work diligently and in a good, safe,
and workmanlike manner, and shall safeguard and protect the public using the street
or right-of-way where the work is being performed from accidents or damage by placing
barriers, lights and other sufficient safeguards around all cuts, openings, and excavations.
All material, implements and tools stored upon the premises and used in connection
with the excavation shall be stored in a safe and a nonhazardous manner.
