§ 28-132. Permit program.

There is hereby established a permit program whereby an applicant or applicants may apply for, and in certain circumstances be granted, a permit to install an improvement or facility as herein defined; provided, however, that any permit so granted may be terminated at the discretion of the city council and without notice to the permittee.
