§ 2-2. Authority of city manager to execute releases of assessments, etc., when paid; certificate of release.
(a)
Release authorized. In all cases where persons have paving assessments levied against them and their property or where persons have executed installment promissory notes to the city, secured by mechanics' lien contracts on premises for the purpose of paying for paving assessments or for assessments for any public improvements, the city manager, or his designee, is authorized to execute releases of such notes and liens if same are fully paid, including interest and any other charges incurred or contracted for, and the release shall refer to this section, and this section shall be authority therefor.
(b)
Form of certificate. The city comptroller is hereby directed to provide a form of certificate which will recite the pertinent facts pertaining to the indebtedness, the release of which is desired from the city, providing on such form a space for the signature of the city manager or his designee, whichever the case may be, to evidence the fact that he has executed a release thereof. Such certificate shall be kept on file in the office of the city secretary as part of the records and archives of the city and subject to the inspection of anyone during ordinary business hours.
