In addition to the equipment requirements of section 32-89 herein, it shall be unlawful for any tow service, or employee or agent thereof, to
allow the operation of any of its heavy duty wreckers, unless each has all of the
following equipment:
(1)
A wheel lift apparatus and a winch capable of lifting a minimum of twenty thousand
(20,000) pounds. If one (1) winch line is used, it shall be at least three-fourths
of an inch in diameter; if two (2) winch lines are used each shall be at least five-eighths
of an inch in diameter.
