§ 3-17. Unlawful disposal.

No person shall throw, cast or distribute or cause or permit to be thrown, cast, or distributed, any commercial handbill or other advertising matter whatsoever in or upon any street, sidewalk, boulevards, alleys or other public ways or in any public building, park, square or plaza or other public place within the city limits; provided that, nothing herein contained shall be deemed to prohibit or otherwise regulate the delivery of such matter by the United States Postal Service. This section is not intended to prohibit the lawful distribution of anything other than commercial and business advertising matter.
