A waiver of a portion or all of the permit requirements of this chapter may be granted
by the city health department or the designee in cases involving a scientific or educational
program, a show or exhibition by a nonprofit organization, or for animals owned by
public officials for emergency response and/or law enforcement upon finding that a
waiver would not endanger the public's health, safety, or welfare, an animal's health,
or create a nuisance and service animals which are protected by the Americans with
Disabilities Act.
