§ 21-2. Posting of bills, signs, etc., prohibited; penalty.
(a)
On public property. It shall be unlawful for any person to attach, place, paint, write, stamp or paste any sign advertisement or other matter upon any lamppost, electric light, railways, telephone or telegraph pole, shade tree, fire hydrant, or boxing covering them, or any bridge, pavement, sidewalk or crosswall, public building, or any property or thing belonging to the city, or any article or thing within any part. This subsection shall not be construed to prevent any public officer from so doing for any public need.
(b)
On private premises. No person shall place, attach, paint, write, stamp or paste any sign advertisement or other matter upon any house wall fence, gatepost, or tree without having obtained written permission of the owner, agent or occupants of the premises.
(c)
Penalty. Any person who shall fail to comply with any of the provisions of this section shall be guilty of a misdemeanor and shall upon conviction be punished by a fine not exceeding two hundred dollars ($200.00).
