In order to apply for a permit for the installation of an improvement or facility
as herein defined, the owner or owners of the underlying fee title to the street,
on which the proposed improvement or facility is to be installed, or an association
or other entity acting with either a lease or other express permission of such owner
or owners of the underlying fee title to the street, on which the proposed improvement
or facility is to be installed, must make written application for a permit to the
building department, and such application must meet the requirements of section 28-135.
