§ 32-258. Only passengers permitted.

No commercial van driver shall permit any person other than a passenger to occupy or ride in a commercial van except as provided in this division or except an employee of the commercial vehicles for hire service by whom the driver is employed. No commercial van driver or owner shall carry any person in such commercial van while on the streets of the city unless such persons has agreed to pay for the use and hire of such commercial van.
