 Chapter 5.5. AMBULANCES
 Article I. IN GENERAL

  § 5.5-28. Same—Amount.

  • (a)

    If transportation to a medical facility is required. The rate for city ambulance service is hereby amended as follows (see attachment A):

    (b)

    If transportation to a medical facility is not required. The minimum rate for the city ambulance service is seventy-five dollars ($75.00) per patient plus charges for services as described in [subsections] (c)(1) and (c)(2) per each emergency call response.

    The following costs for medical procedures are being amended as follows: (See attachment A)

    Medication(s) costs are being amended as follows: (See attachment A)

    (3)

    Costs for drugs, medication, and equipment are based on services incurred during any emergency call response at a reasonable cost as described in the EMS division medical protocols.

    (4)

    The EMS division medical protocols section list of rates is based on reasonable costs of supplies, specialized services, equipment, and drugs and medication and shall be reviewed at least once each calendar year.

    (d)

    For patients who have Medicare and/or Medicaid insurance, the city will accept the Medicare/Medicaid-approved reimbursement rates as the full charge for the ambulance service provided by the fire/EMS department. The city shall not collect from the patient serviced, the beneficiary or other person or organization for covered services more than the applicable Medicare/Medicaid deductible and coinsurance.

    (e)

    When treating patients covered by Medicare, Medicaid, and Texas Workers Compensation the amount disallowed on payment vouchers should be deducted from the original billed amount; thus adjustments shall be made to the account receivables on these charges.
